Unless the Board designates a shorter time period in its final decision, an applicant who has not satisfied the character and fitness requirement is prohibited from applying for admission to practice in Minnesota for three years from the date of the Board’s final decision. There shall be an Advisory Council consisting of representatives of the Minnesota State Bar Association and of each of the Minnesota law schools to consult with the Board on matters of general policy concerning admissions to the bar, amendments to the Rules, and other matters related to the work of the Board. The Advisory Council shall meet at such other time as it may determine or when called by the Court or the Board.
